We have worked with several Content Management Systems, proprietary and open source, since 2000. Without a doubt we suggest you use Drupal CMS. Drupal is the only content management system we currently support. It's open source ("free, as in beer").
We have implemented over 44 Drupal sites since 2007. In fact we've decided to no longer take on projects that are "static" Web site pages, meaning we don't code ".html" page web sites any longer. If your web site has 10 pages or more you will save money by using Drupal CMS, and if you have less than 10 it could well be worth your sanity to use a CMS anyway. There is very little reason against using a CMS these days – it even handles your blog better than "blog software."
